Two roles
Every workspace has exactly one Owner, the person who created it or was handed ownership. Everyone else is a Member.
What each role can do

Create and manage teams | ✓
See and remove any inbox in the workspace | ✓

Read someone’s private inbox | only if shared | only if shared |
The one thing no role gives you
Nobody, not even the owner, can read a private inbox unless its owner shares it. The owner can see that it exists and remove it, but never open it. See Your private inbox stays private.
An Admin role, for delegating member and team management without billing access, is on the way.
